GENERAL RESPONSIBILITIES      

 

The Compliance Manager oversees Terry Reilly Corporate Compliance Risk Management and Health Information Portability and Accountability Act (HIPAA) Compliance programs. This position functions as an independent and objective body that reviews and evaluates compliance issues/concerns within the organization. The position ensures compliance with the rules and regulations of regulatory agencies, that company policies and procedures are being followed, and that behavior in the organization meets the company's Standards of Conduct. This position is a channel of communication to receive and direct compliance issues to appropriate resources for investigation and resolution.

ESSENTIAL DUTIES

  • Develops, initiates, maintains, and revises policies and procedures for the general operation of the corporate compliance and its related activities.
  • Develops and periodically reviews and updates Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.
  • Collaborates with other departments (e.g., Risk Management, Human Resources, HIM, and executive leadership) to direct compliance issues to appropriate existing channels for investigation and resolution.
  • Responds to alleged violations of rules, regulations, policies, and procedures by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
  • Acts as an independent review and evaluation body to ensure that compliance Issues/concerns within the organization are being appropriately evaluated, investigated and resolved.
  • Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.
  • Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
  • Provides reports on a regular basis, and as directed or requested, to keep the senior leadership informed of the operation and progress of compliance efforts.
  • Ensures proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required.
  • Works with the Human Resources Department and others as appropriate to ensure an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
  • Develops and maintains appropriate authorization forms, notice of privacy practices, business associate (BAA) contracts, and other documents required under the Privacy Rule.
  • Serves as the Chairperson of the HIPAA Committee and Privacy Officer for the organization.
  • Positon can operate as an individual contributor providing subject matter expertise to key stakeholders and/or direct supervision of staff.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Medical Records Administration or related field.
  • A minimum of 5 years' experience in a healthcare organization or HIPAA Compliance function.
  • Familiarity with operational, healthcare, and human resource procedures and regulations is a must.
  • Knowledge of applicable federal and state privacy laws, including the Privacy Rule, and TR's information and privacy practices.
  • Experience in contract language and compliance in areas of employment, BAA's, and MOU's.
  • Demonstrated leadership, organization, facilitation, communication, and presentation skills.
  • Familiarity with cultural competencies and limited English proficiency guidelines.
  • Experience in health information access controls, release of health information, and health information release control strategies and technologies.
