Human Resources Specialist

GENERAL RESPONSIBILITIES       

Responsible for support of day-to-day Human Resources (HR) operations under the general supervision of the HR Manager with a general focus on employee benefits and employee relations.

 

ESSENTIAL DUTIES

  1. Assists Human Resources Manager in carrying out various human resources programs and procedures. Provides general HR assistance to employees, managers and external customers.
  2. Works collaboratively with the Corporate Trainer with regard to the benefits presentation and onboarding paperwork (e.g. W-4, I-9) needed from new employees at orientation.
  3. Administers the student/volunteer program as per current Terry Reilly policy. Maintains the student/volunteer database and works closely with supervisors to obtain the necessary paperwork prior to placement. Reviews educational facilities contracts for completeness and retains copies. Provides supervisors with information about interested individuals seeking student or volunteer placements.
  4. Administers the Continuing Education (CE) program. Processes CE requests, denies and/or seeks input from supervisors or the HR Manager for requests that are may be outside of corporate policy. Coordinates payment and time usage data with Purchasing/Accounting Specialist and Payroll Specialist, respectively.
  5. Handles the daily activities related to the corporate benefit programs, including health, dental, life, disability, vision, health savings account, employee assistance program, and flexible spending accounts. Coordinates enrollment, changes and termination with Payroll Specialist and insurers, as appropriate. Assists with communication, coordination and processing annual enrollment activities. Conducts monthly benefit orientation for newly eligible employees.
  6. Assists the HR Manager with retirement plan enrollment meetings and communication tasks.
  7. Administers employees' Family Medical Leave requests. Completes and sends notification paperwork to the employee with a copy to the supervisor. Monitors FMLA hours to ensure compliance with regulations and corporate policies.
  8. Monitors the performance appraisal process. Sends supervisors lists of their employees with performance appraisals due or upcoming. Tracks completion of appraisals. Notifies the HR Managers of any overdue appraisals.
  9. Manages workers' compensation program. Ensures Serious Incident forms and/or First Report of Injury forms are completed after an incident. Submits First Report of Injury form to workers' compensation carrier. Maintains log and filing system of reports. Informs HR Manager of all reported incidents.
  10. Is responsible for maintaining personnel files, including active personnel files, terminated personnel files, confidential files, I-9 files, and student/volunteer/contractor files. Does not have responsibility for privileging/credentialing files. Creates personnel and confidential files for all new employees.
  11. Responsible for maintaining/entering accurate information in the HRIS for employees, volunteers, and contractors. Collaborates with IT Systems Administrator when updates to the system are needed. Provides assistance in the management of the employee portal.
  12. Prepares and submits or distributes a variety of reports, including but not limited to the annual EEO-1 AND VETS 4212 reports, the annual summary of students/volunteers and the monthly HR Report.
  13. Tracks employee immunization and testing (TB, HepB, MMR) in the HRIS. Notifies supervisors of staff needing TB testing or other immunizations. In collaboration with the Nursing Manager, coordinates the annual flu vaccine campaign. Enter data into HRIS, runs reports as needed.
  14. Conducts exit interviews, probing areas of concern as identified by the HR Manager. Periodically compiles data and looks for patterns. Shares information with the HR Manager and supervisors, as appropriate.
  15. In collaboration with the HR Manager, develop and manage the TR uniform allowance program. Creates and distributes employee badges.
  16. Provides backup support for HR Specialist: Recruitment/Placement.

MINIMUM QUALIFICATIONS

  1. Minimum two-years Human Resources experience or equivalent education or experience.
  2. Experience with employee benefit administration processes.
  3. Experience using HRIS.
  4. Excellent organizational and interpersonal skills.
  5. Excellent written communication skills.
  6. A self-starter able to work with minimal supervision.
